UN Warns Israeli Settlements Threaten Gaza Ceasefire Progress

(MENAFN) The UN on Wednesday cautioned that Israel’s ongoing expansion of illegal settlements and related policies in the occupied West Bank could undermine progress on the second phase of the Gaza ceasefire, as humanitarian access to the Strip remains severely limited.

“I brief you today at a moment of both profound opportunity and considerable risk,” said Ramiz Alakbarov, deputy special coordinator for the Middle East Peace Process, addressing the UN Security Council. He described Gaza as facing a potential turning point while warning that instability in the West Bank continues to grow.

Calling the initiation of phase two of the Gaza ceasefire “a critical step in consolidating the ceasefire in Gaza,” Alakbarov emphasized that its implementation “must advance in good faith” alongside the creation of subsidiary governing bodies.

Reflecting on a recent visit to Gaza, he noted: “My last visit to Gaza affirmed one truth: the people in Gaza are ready and eager to lead the way to a better, more stable future,” highlighting examples of resilience, such as students taking exams and excelling despite extreme hardship.

Despite these signs of hope, Alakbarov stressed that nearly the entire population of Gaza still requires humanitarian assistance. Harsh winter conditions, including heavy rain and cold temperatures, have worsened conditions for roughly 1.5 million displaced Palestinians lacking adequate shelter.

“The shelter response has suffered from restrictions on the entry of vital materials and technical expertise,” he said, noting that existing shelter sites “do not meet the scale of needs or international standards.”

He added that humanitarian organizations remain limited in their operations due to insecurity and Israeli-imposed obstacles, including customs clearance challenges, restrictions on approved partners, cargo delays and denials at crossings, and limited internal transport routes within Gaza.
